This report delineates a guideline of strategies, and is the outcome of a consultancy devised to reinvigorate the cultural, economical and environmental landspace of the Sayo District and the Hyogo Prefecture in Central Japan. As many of the residents of the prefecture have abandoned the countries small towns and villages to seek a better life in the large metropoli of Japan, we were engaged to propose a viable program to be adopted by various locations throughout the region in order to attract and retain young people to the villages they abandoned. The program proposes strategies based on Short Term, Medium Term and Long Term solutions.
